For the Pink Towers of the Sierra Madre and similar multi-pitch granite objectives, yes, a full rack including cams and nuts is standard. Sport-only setups will limit you significantly in the Sierra Madre. The bouldering areas like Prairie Shrine Boulder and Lamina Boulder obviously need no gear beyond shoes and a pad.
Most Sierra Madre climbing involves dirt road access followed by a trail approach, and road conditions can be rough after rain. Cell service is limited to nonexistent once you're in the range. Come with downloaded maps, a paper topo if you can find one, and enough water and food to handle an unplanned extra hour on the mountain.
Much of the climbing falls within the Medicine Bow-Routt National Forest, which generally does not require permits for day use or overnight camping at dispersed sites. That said, regulations can change and specific trailheads may have posted rules, so checking with the Brush Creek-Hayden Ranger District before your trip is worth the five-minute call.
