Winter is possible during dry stretches but the rock can stay damp after rain longer than you'd expect.
Foresthill Road is the main corridor, and Bar Rock is accessible off it — the drive from Foresthill town center is short. A high-clearance vehicle isn't required for the main access, but check current road conditions if you're visiting after winter storms, as some forest roads in the area can be rough or temporarily closed. There's no trailhead fee or permit currently required to access the bouldering area.
